Phone frustration

Why, when you phone Bank of America's number for checking suspicious transactions, is the last item on the second automated menu (after you have keyed in your account number, date of birth, social security number etc.) 'Press 8 if you want to wire money to Mexico'?

I would imagine that it is the same reason as, when you call practically any other number, you get "to continue in English, press 1". EXTREMELY frustrating. This is a predominantly English speaking country. Press one if you want to continue in English - Pfffft. Have a good day Andrew!

Or, when you hear what is presumably 'Press 1 to continue in Spanish' - in Spanish. I suppose if I spoke Spanish I might appreciate it.
